Abstrak

Today's citizen rights are very important to be studied more deeply after the amendments to the
1945 Constitution considering that our country is growing a democratic life. The regulation of
citizens' rights is a reference for state administrators to avoid arbitrary actions in optimizing state
duties. Whereas for citizens it is a guideline in actualizing their rights with full responsibility. With
the clarity of the substance can motivate the community to understand it more deeply and
empower it as a citizen both in daily life, community, nation and state. Therefore, understanding
the rights and obligations of citizens is something that must be known to all Indonesian people,
especially in this case the members of the Student Council of MAN 3 Jakarta.
